The Herafld's Tokio correspondent points out that the siege of Tsing-Tao was being undertaken by Russia, France, Britain and Japan, so that Japanese preponderance in the outcome is precluded. The Japanese are utilising small superannuated craft tOi sweep the harbor clear of mines, which at the outset prevented vessels approaching within eight miles. Tsing* tao on the land side is protected by Ihree lines of powerful defence works, while on the approach to them through the fields everywhere there are mines. The whole area, of eight miles by land and sea is thoroughly mined also, there being innumerable electricallycharged entanglements, the whole commanded by the most powerful guns in modern warfare, and the garrison • expert.fighters. For a week thousands of pressed Chinese and coolies have been strengthening the defences.
