THE REVOLUTIONARY MOVEMENT. Lisbon, October 21. Reports state that the revolutionary movement is chiefly of a military character. Several bombs have been thrown, and caused considerable damage. The Portuguese Legation in London asserts that the situation is well under control. CHEAP GERMAN PROMISES, FLIRTATION WITH PORTUGAL. (Received 9 a.m.) London, October 22. The Daily Mail states that the Germans have assured the Portugiiese Royalists that Germany would restore the monarchy if Portugal did not intervene in the war and they promised to give Germany a base in Lagos Bay, south of Lisbon.
