THE SPY MENACE.
(Received 2.5 p.m.) London, October 20
The Manchester Guardian states:— The amazing, fact that our cruisers are not arresting German reservists and neutrals is apparently due to our acceptance of a certain interpretation of a phrase in the Declaration of London, namely "individuals embodied in the armed force of the enemy" The mob again attacked German shops at Beptford on Sunday. They raided and ignited corn dealers' shops. Several of the mob were injured in the conflict, with the police. The crowd smashed a town councillor's windows at Saffron Walden. He was alleged to be harboring two Germans. The latter escaped.
