The military authorities propose to establish a new force for troops of volunteers under fifty, previous military experience being unnecessary, with periods of service until the end of the war. The State Premiers are requested to meet early in November*?,.to discuss finance. It is anticipated the .amount necessary to maintain public works for the year will approach twenty millions.

Mr Fisher states that the note issue will be mainly used to finance the States. Increased taxation is not contemplated at present, but will come later when the position is more dearly defined.
