The Germans then inarched towards Ostoud. Patrols were soon at Ecloo, and Uhlans near Gouges. The Germans are bridging the canal at Sabsate. There is an enormous exodus from Ostein!. Thousands stormed the mail-boats after the Government's departure. GOVERNMENT MOVED TO FRANCE. I I i London, October 14. I . Official. —The Belgian Government has shifted to Havre.
