OULCARiA’S NEUTRALITY. REPORTED OFFER OF ASSISTANCE TO AUSTRIA. Times and Sydney Sun Services. London, October 12. says that Bulgaria has now gone to the length of according Austria facilities for interfering with the passage on the Danube of Russian war mater-j ial destined for Servia. As the Servian operations cannot be hampered without increasing the difficulties of the Russian campaign, against Aus-, tria, it is not surprising that strong representations have been made at Sofia by the Entente Powers. It is' understood that King Ferdinand’s Government is still considering its reply.
