OPENING C= PARLIAMENT BY the oovernor-ccneral. [By Eleotkio Teikobai'H—Copyright] ["United Press Association,] Melbourne, October 8. Sir R. 0. Munro-Ferguson, the Go-vernor-General, opened the new Fed-eral-Parliament. There was a big at* tendance. The speech forecasted Bills to rover the expenditure on the expeditionary forces; financial proposals to meet the war conditions and dislocation pf trade; al o pensions for the forces on active service aud the'- dependents. It is proposed to ask Parliament for a free gift of £IOO,OOO to Belgium. Other proposals include an increase in the old-age and invalid pensions for widows and orphans. Tho tariff will be amended, and measuros introduced to promote the production and manufacture of raw material and to secure now markots; a Tiniform railway gnnge; constitutional amendments regarding the initiative and referendum development of tlie Northern Territory ; and the creation of a line o. Commonwealth steamers.
