The Pope, in an autograph letter to the Emperor Francis Josef, is again urging the use of influence to shorten the inhuman conflict. THE TURKISH FLEET. REPORTED APPOINTMENT OF GERMANS TO COMMAND. (Received 9.35 a.m.) Rome, October 4. It is reported that an irade has been issued in Constantinople appointing the German Admiral Seihon to the command of the Turkish fleet, together with thirty German commanders.
