Germany, of course, blames Russia for the unprecedented upheaval now taking place, but a graver cause of provocation than the Servian question might possibly be provided at a few hours' notice and developments prove that the mighty German army so well equipped and admittedly always ready for any risk or war, that so admirably organised n force ought surely to be used, even for a war of offence before its efficiency begins to decline. As in previous cases, the diplomatic bargain should have been better studied instead of being struck and employed in order to cover an iniquitous usurpation. The persona! reasons which induced the German Emperor and his Ministers to invent and precipitate .. quarrel will remain in force. He may wish to extend his self-importance to silence domestic agitation, or exhibit his own son on horseback on a field of battle. The far weightier reasons which ought to have bound him to a policy of peace wero wantonly flung aside.
