AMERICA’S REPLY TO THE KAISER’S PROTEST.
Washington, September 17
President Wilson has cabled to the Kaiser in reply to Germany’s protest against the alleged use of dum-dums by France. He declared that “the United States cannot take definite action in response to the protest. I do not believe His Majesty expects me to say more.”
