INTERESTING STATEMENTS OF PRELIMINARY NEC) OTIATIONS.

The Nieuwe Roterdamsche Courant publishes a piece of war history from its Berlin correspondents, to the effect'that the military party reckoned it wais.perfectly safe to -urge Austria strong measures with Servia believing that the members of the Entente would not be ready to challenge Germany till February or March of 1916. The correspondent asserts that Russia entered as a game of bluff, the pan-Slavists thinking that Germany would not consent to war. Austria confided to the Crown Council held at Potsdam on July sth her intention of sending a punitive expedition to Servia, and asked whether she could reckon on Germany's assistance if Russia helped Servia. The military members of the Council recommended this action.
ILL-TREATMENT OF PRISONERS OF WAR.

The Vorwaerts says the prisoners of war are now being treated badly, in Germany. The paper cites the case of a male nurse who was flogged for making a dying Frenchman's will, and a fatal attack on a Belgian clergyman who was accompanying the prisoners of war at the camp in Saxony on the ground that he had incited a civilian attack on Germans in Belgium. The Vorwaerts asks whether the troops have not been instructed to afford proper protection to prisoners of war.
