A Royal Proclamation has been issued declaring all Dutch ports and all frontier towns and villages in a state of siego. GERMAN FABRICATIONS FLOOD THE NEWSPAPERS. (Received 9.50 a.m.) Amsterdam, September 10. ' A German official news agency is flood tig the Dutch newspapers with free telegrams. These state that Japan has offered to land half a million troops if the French ceded Ton- « kin and Annam to Japan.
