Passengers by tho Mooltan state that when at Colombo they learned that after a prominent German had left it wae discovered that he- had been acting as a spy. He had bribed a colored wireless operator to send a warning message- to approaching German vessels, enabling them to escape. The operator confessed, and was court-martiallod and shot. ■ NO CONTESTED BYE-ELECTIONS. (Received 12.35 p.m.) London, September 9.

All parties have agreed thore shall be no contested bye-elections during the war, thus allowing each party to retain its seats.
