London, August 31
The Daily Telegraph says: Turkey may declare war at any moment. It will only bo a matter of a few days, possibly of a few hours. The military party, which is dominant in Constantinople, lias reached the conclusion that the present is the best time to secure the restoration of Macedonia and the Aegean Islands.
