COLLISION BETWEEN GERMAN CRUISER AND ENGLISH TRAMP.

The cruiser Leipsig, when leaving the harbour, it was believed en route to Apia,-collided witK a British tramp steamer and badly damaging her. The Leipsig proceeded, but the extent of the damage : to her is unknown. SPECIE FOR THE AUTHORITIES. (Received 9 a.m.) New York, August 19. GOVERNMENT AUTHORISED TO PURCHASE SHIPS. (Received 1.55 p.rn.) Washington, August 19.
President Wilson lias approved a plan by which appropriations will be secured to enable the Government to purchase a number of ships, probably German, to be used in taking American foodstuffs abroad. Over ton thousand British reservists throughout the United States arc returning to the colors.
