Count Okuma states that Japan’s warlike operations do not extend beyond the limits necessary for the defence of her own legitimate interests. She had not taken action to give a third party uneasiness. It was Japan’s intention to eliminate room for German influence in China. The Foreign Minister promised German residents in Japan a continuance of protection for their lives and property.
