It is stated that the Kaiser is personally dictating the war news and articles in the Berlin newspapers, which have tardily admitted that time was no truth in the former assertion that the Liege forts were 1 taken.
THE VISTULA FORTRESSES.

It is officially stated that the Gormans are feverishly strengthening the Vistula fortresses, especially at Grandeur and Thorn. Large reserves have been called up.

In Brussels it is believed that not only have the Germans plans been hopelessly overthrown, but as a consequence of the check, aviators report that a large number of German corps, coining up one behind the other, as pre-arranged, are now becoming hopelessly congested as they pile up against the crippled front.
GERMANS DESTROY A TOWN. Germans burnt the town of Barzewoiler, in Alsace, and blew up factories, alleging that the inhabitants had fired and killed eight soldiers. REINFORCEMENTS ARRIVING DAILY. Amsterdam, August 17. Aix-la-Chapolle is crammed with troops, and reinforcements are arriving daily, including reinforcements from the Russian frontier, whom the reserves arc replacing. A Uhlan patrol which entered the Belgian village of Hechtel, near Gheel, demanded money, and were fired on by the villagers, who refused to surrender. The offending village was burned. CROWN PRINCE REPORTED TO BE WOUNDED. VISITED BY THE KAISER. i Receivecß 9.20 a.m.) I Paris, August 18. A statement is being circulated that the German Crown Prinfce was wounded at Aix la Chapelle. Reports from the Hague assert that the Kaiser is visiting him.
