Mbnsiguor Postawka will send a Polish mission to urge tho young Poles to join the French in the fighting line against the Germans and Bavarians. Many leading Poles gratefully realise that England's humanitarian cooperation with France and Russia influenced the Tsar's action. The Poles in England artd America will maEe a supreme effort to return to fight.

The Tsar's proclamation which was addressed to Poles in Russia, Germany, an<J Austria, restores to Poland her original territorial integrity, and only reserves the right to appoint a viceroy.
