DOUBTS CONCERNING HER NEUTRALITY. • Nish, August 13. A competent military observer from Sofia opines that the Bulg-rians are systematically preparing, and will move in the ca.se of Austro-Genr.an success. ft is officially stated that tho Bulgarians’ decision to maintain her neutrality remains unshaken, despite suggestions of future rewards from various quarters. Newspapers state that tiro Russian Minister on Tuesday had an. audience with the King, and presented the Czar’s letter proposing that Bulgaria should henceforth conform to the policy that Russia suggests. FURTHER ASSURANCE OF HER NEUTRALITY. (Received 11.15 a.m.) Sofia, August 13. The Government has reassured the Russian legation that Bulgaria will observe tho strictest neutrality.
