Roumania.
NO INTENTION OF JOINING GERMANY. WILL UPHOLD THE TREATY OF BUCHAREST.^ (Received 9.40 a.m.) London, August 12. The Roumanian Legation denies that Roumania intends joining Germany, nor lias Roumania declared her neutrality. She has simply taken measures to guard her frontiers and uphold the Treaty of Bucharest.
