MATTERS IN THE UNION. (Received 8.55 a.m.) London, August 12. The proclamation last week which dealt only with German restrictions of shipping in Table Bay has been applied to Durban. Germans resident in or in the vicinity of ports are required to surrender arms and ammunition. The l)e Beers mine is closed down. (Receivod 8.40.a.m.) Capetown, August 12. The Union Government has undertaken the defence of South Africa. PANIC IN GERMAN COLONY. Caeptown, August 12. The Germans have evacuated Swakopmuud, in German South-West Africa (about 550 miles to the north of Capetown 1 ). They blew up the jetty, and! sr.nl- tugs in the harbor. Similar j steps were taken at Leuderitzbucht. All provisions ore being removed to the capital, Windhoek.
