TWO CRUISERS OFFERED. Ottawa, August G. The Canadian Government has offered the cruisers Rainbow and Niche to the British Government for use anywhere in the Empire. The Duke of Connaught lias telegraphed to the King that Canada is united from Atlantic to Pacific for Empire defence. MEN IN READINESS. Quebec, August 6. All arrangements are complete to despatch the Canadian army corps to Europe. The Militia Minister has issued an appeal to all Canadian newspapers to refrain from publishing news about the Canadian troops, on the lines of the British papers. The Government granted the Niagara her clearance,and she is expected to sail from Vancouver within twelve hours. The passengers are aboard. It is definitely disclosed that thu German cruiser Leipsic is off the Californian coast, but it is not thought that the Niagara will be in any danger, on account of her superior speed.
SUBMARINES AND MEN. The Government has purchased two Chilian submarines, not destroyers. The Government has ordered the militia to guard the grain elevators on the Great Lakes lest an attempt be made to blow them up. Orders have formally been issued fo> blie mobilisation of the Canadian army division of 21,000 men immediately.
