MR JENNINGS' PETITION. The A to L Petitions Committee brought up its report on the petition of Mr W. T. Jennings, praying for reimbursement of the expense which he had been put to in contesting his right to sit as a member of the Waitara Harbor Board. The committee had no recommendation to make. He deprecated the idea that the action of the Opposition could be construed into obstruction tactics. The fact was that Ministers raised very contentious questions. Mr Massey, in reply, said, he would not say the Opposition was guilty of obstruction, but it looked very like it. It appeared to him that the object of the extended debates was to prevent Ministers getting in repliea. The Ministers were entitled fco roj>i£.
