PREPARATIONS FOR ACTION.

London, July 28

A telegram received in Paris from Vienna states that very important preparations are being completed with a view to military action this morning. The Berliner Lokal Anzeiger states that the Austrian army invaded Servia at Mitrovitja and that the Servians retreated.

SIR EDWARD GREY’S PROPOSALS

London, July 28

Lord Crewe, in the House of Lords, said the urgency of the situation necessitated Sir Edward Grey taking.an unusual course in making a proposition without finding beforehand whether it would be acceptable to the different Powers. Britain’s view is that Servia’s reply seemed to afford a basis whereon a friendly arid disinterested group of the Powers ought to be able to arrange a generally acceptable settlement.

It is understood in diplomatic circles that Sir Edward Grey does not desire to intervene in the AustroSerb conflict, which is no affair of Britain’s, hut desires to prevent complications likely to cause the conflict to spread. Replying to the representations of the Triple Entente, Germany has hitherto replied that she has no objection to the other Powers attempting to secure concessions, but as Austrians are an ally she cannot interfere with Austria’s freedom of action. THE SERVIAN REPLY. Vienna, July 28. Monday evening’s newspapers state that the Servian reply shows that she is only seeking evasions. It is impossible for Austria to cease action. If the demands are unconditionally, accepted, the mobilisation cost v ill have to be paid to the Government now to make quiet other demands. Telegrams from Nish, the new Servian capital, state that it is generally considered that the, situation ] is less critical than on Sunday. If Austria were assured of being backed by Germany, Austria would already have poured troops across the Danube.

WAR OFFICIALLY DECLARED.

[United Press Association.] (Received 10.45 a.rn.) ' Vienna, July 28. It is officially announced that war has been declared. THE STOCK EXCHANGE. (Received 10.5 a.m.) London, July 28. The money market is unsettled with short loans at 2§. The Stock Exchange is rather less nervy, but all departments aie weak. One unimportant failure is announced. Consols closed at 71J. Debenture stocks are unchanged.

It is stated in official quarters that German}' rejects Sir Edward Grey’s proposal because it does not offer any prospects of success. Austria and Russia could not consent to appear before a European tribunal like the Balkan States. Conversation between the Powers would afford better means of settlement. There was a further run on the savings banks owing to wild war rumors.

u Servia expects that Austria, in order to preserve European peace, will accept arbitration by a conference of ambassadors. Mobilisation of the army is practically completed. Two battalions have been ordered to retire from Belgrade immediately the Austrians arrive.

THE FEELING IN FRANCE.

ENTHUSIASM IN HUNGARY.

The more hopeful feeling is not andorsed in official circles. It is pointed out that a communique issued at Vienna shows that Austria is disinclined to meet Servia with concessions.

“DEEDS, NOT WORDS.”

Budapest, July 28,

Count' Tisza, in the Lower House, said that what was wanted now was deeds, not words. The whole country was enthusiastic and would continue to fight until the honor of the nation was vindicated and future peace assured.

The newspapers say the question of peace or war rests with Germany. If ;he desires peace she can • easily urge Austria to declare herself satisfied since Servia has given way.

There were disorderly scenes on the boulevards. The Socialists and Anarchists organised a demonstration against war, and paraded, shouting “Down with war! Down with the army!”

A semi-officially Berlin telegram states that Italy strongly urged Germany to accept Sir Edward Grey’s proposals. LEAVING FOR THE WAR. THE BRITISH FLEETS.

.The First Fleet is coaling at Portland. It is believed that the fleet proceeds to the North Sea. The Second Fleet could be ready in twenty-four hours, as the so-call-ed balance crows are already aboard, and the patrol flotillas mobilised.
