Loudon, July 28.\ 4 The Times’ correspondent estimates ftat 1500 submarines and 1500 seaplanes would be required if submarines replaced battleships. These would cost 186 millions, which would have to be expended in three years,and the future naval constructive votes would he eighteen millions annually. Admiral Scott’s‘proposal, therefore, would not result in economy.
