THE TASMANIAN INCIDENT. [By Electric Telegraph—Copyright] [United Press Association.] (Received 9.30 a.m.) , ~ London, July 17. Mr Sidney Low, historian and journalist, in an article in the Daily Mail regarding the Tasmanian political incident, says: T/he Harcourt despatch puts the copingstone on the edifice of colonial self-government and will mark the final phase of the emancipation ot the Overseas States from external control in management of domestic affairs. The Colony now is a sort of republic with the Prime Minister as the virtual president. Wjth, final recognition of Britannic autonomy, the way seems prepared for some form of Britannic Federation."
