Wellington, July 17.

At the Racing Conference, the chairman (Sir George Clifford) said that lie had had a good deal of correspondence with the Railway Department ou the carriage of racehorses, and he was pleased to say that considerable, improvement had been effected. Mr Am yes (Timaru) petitioned the Conference for the re-opening of the Oxenhopo case, wherein he and the hovtie Oxonhopa ware disqualified for two years for deliberate pulling. The

Conference decided tljat the petition he not aedede.'! to. '.flic Avondale Jockey Club wrote asking the Conference to re-open the Castalia case, as they had not had all opportunity of being heard. The question was whether appeal judges hint jurisdiction to decide that certain moneys attached to the Avondale Stakes should lie awarded to a particular person as being the breeder of Casta lia. —The Conference agreed that the matter should he referred to the arbitration of the former judges. The following were among the chief remits discussed: — •As there was no fixed quorum lor meetings of district committees, Mr P. Mailer, on behalf ol the Dunedin Jockey Clan, moved that live should form a quorum.—-This was agreed fo.The president moved that the term “race meeting” should not include competitions or races at hunt, polo or military sports meetings, provided that all horses starting at such meetings respectively are owned and ridden by the members of the kindred bodies or associations, and that the prizes are trophies and not money. Mr Homes' moved that the word “limit” he omitted, and this was carried. The opinion .was expressed that matters should be left as they are, and oil a division the proposed was negatived. With the object of being” able ‘to calculate the jockevs fee in the case of a dead heat. Mr Hunter moved

that the moaning of fisc word “winning” should include a dead heat for first place.—After discussion, (luring which it was stated fchafc the matter was already defined in the rules, the motion was withdrawn. On behalf of the Canterbury Jockey Club, Mr Buckley moved that an alteration be made to rule 6, part 4, by the substitution' of the ''followin']; words for others.: “The programme of every meeting from September 1 to June 0, inclusive, shall include two flat races per diem of not less than one mile; the programme of every meeting from June 7 to August 31, inclusive, shall include at least one maiden or hack steeplechase, and if such programme includes one or more flat races there shall be one flat race of not less than one mile and a quarter.”—This was lost. The Hawke’s Bay Jockey Club moyed to have the amount won by a, homo before lie is - barred from hack classes raised to one race of £l5O, ov in the aggregate £4OO. The president thought the aggregate was far ten high, as it would keep horses in hade company that should be in open company. They would also have more meetings which would absolutely be confined to hacks, and that would he discouraging to people who were trying to breed the best horses.

Mr AH ;on moved that £3OO he substituted for £IOO, but this was lost. After further discussion, the motion was adopted unanimously. ..Air Hunter moved* that “any person who shall use for his horse a name forbidden by these rules, or which has been formally disapproved by the president, or which was not prior to starting boon, registered .with the. secretary of the Conference, shall be fined not less than £l,or more than £2O by the president, and -the fine shah paid to the secretary of the Conference, and if unpaid shall be deemed arrears.”—The motion .was carried. It was agreed, on the motion of the president, that in case of domestic bereavement, an owner shall, if previously authorised in writing by the president he allowed io run his horse in the name of another person for a period not exceeding four months. Later on, the Conference decided that it be an instruction to licensing bodies to require from all licensed trainers and jockeys ary undertaking neither directly nor indirectly to make any wager with a bookmaker while so licensed. Tire report was adopted, and the following were re-appointed to the stipendiary stewards committee:—Sir George Clifford, Bart., the Hon. W. Herries, ALP., Messrs Hi dwell, H. Friedlander, E. Gniness, P. Millar and 11. H. Xohm. By 29 votes to 4, the Conference carried the following new rule, to he added to.pa'rt XVI.: —“By the entering of a horse every person haying subsequently an interest in such horse shall be deemed thereby to undertake neither directly nor indirectly to make any wager with a bookmaker in connection with such horse or any other horse in the race in which such horse is so entered.”
