THE SUBMARINE MENACE.
BEST BUT NOT CHEAPEST. [By Electric Telegraph—Copyright] [United Press (Association.] London, July 10. Admiral Sir Percy Scott, replying to criticisms, adheres to his theory of the domination of submarines. He declares that the "little navy-ites" must not think that submarines mean cheaper defence. On the contrary, a great number will be required, and this will enormously increase the expense.
