[Pbb Pbebs Association.] Wellington, July 10. Replying to a deputation of cooperative workers on the railway construction works throughout New Zealand, Mr Fraser stated that he had always seen the mistake of the socalled co-operative system as it existed at present. He agreed that the men should be free to make up their own gangs. As a matter of fact, the small contract system he had introduced was the real co-operative system. The price was fixed for a certain job, and the men could, band together to take it up. At the same time the community would not stand employing men who did not give a fair day's work 1 for a fair day's pay. He was making careful enquiries into the whole, question.
