The Speaker ruled that the Finance Bill's provisions of grants for local purposes and also the rating clauses [exceeded the scope of the resolutions on which the Bill is based, and a fresh resolution would be necessary, but it would not be necessary to withdraw the Bill. THE SECOND READING. (Received 11.30 a.m.) London, June 22.' Mr Samuel, in moving the second reading, said the Government proposed to divide the Bill into two parts—one dealing with new taxation and the other with local grants. The latter would be postponed. The income tax as proposed in the Bill would be reduced by a penny. Mr Holt welcomed the announcement. He added that he would vote for the second reading. Mr Long taunted the Government with surrendering to taunters' threats. It is understood that the dissatisfied Liberals will abandon their hostile amendments. . ■ • THE KING AND THE COMMONS'.
