SIR HENNIKER HEATON'S PRO-
POSALS. [Br Elsothio Txlegbafh—Copybt«byj Times and Sydney Sun Sbbviom. (Received 8 a.m.) Lodnon, June 19. Sir Henniker Heaton has written to the Hon. Mr Hobhouse urging the appointment of an Imperial Postmas-ter-General, who would bo entirely independent of the British Postmas-ter-General. controlling the postal and telegraph business affecting the Empire as a whole, and being a member of the House of Commons with a seat in the Cabinet. / Sir Henniker-Heatoif also urges the convening „,of an an international conference to establish a uniform cable : rate of a pbnny -a -worth- throughoutthe Empire and the United States. The Times, in a leader on the matter,says: “We cannot think the appointment of an Imperial PostmasterGeneral is possible at present, but we hope to see the no-distant day when the organic union of the Empire advances a further step towards its realisation.”
