Mr Hirst, editor of the Economist, in a speech at Liverpool, said that in connection with the arming of merchantmen the Admiralty should realise that the game was not worth the candle. It would he a terrible thing for a valuable liner packed with passengers to endeavor with two antique guns to defend itself against submarines, torpedoes, and cruisers.
