At Niagara Falls the mediators agreed to the American contention that they were unable even technically to recognise the Huerian legime. Consequently, instead I cf Huerta being allowed' to appoint jOs [Minister for Foreign Affairs the man chosen by the mediators as provisional president, the abrupt ‘transfer authority to the new provisional president has been arranged. The peace conference is now considering problems regarding the pacification of the country.
