The first hitch in the peace negotiations occurred owing to the Constitutionalists’ request to be included in the conference. They point out that they expect to reach Mexico City within a week. The Huertan regime is nearing its close, and therefoie it is absurd for the conference to settle the question without taking cognisance of them and their conquests. ASSUMPTION OF POWER.
