THE INTERNATIONAL COMMITTEE. REPORT ALL BELLIGERENTS GUILTY OF ATROCITIES. Paris, May 18. The International Committee despatched to the Balkans by the Carnegie Fund declared that although [the Greek Bishops of Djiran, Kavalla and Serres were erroneously reported to have been massacred, hundreds of villagers were wantonly destroyed, and many civilian and military prisoners were butchered, while all the belligerents in the second war were guilty of atrocities.
