Mr Harcourt, in opening tlio Victoria League’s health exhibition at the llmperial Institute, said ho envied the overseas people with their greater space and smaller populations, and their opportunity of dealing with social problems. Infantile mortality was lower in the Dominions than in the Homeland, but thu latter was steadily improving.
