Tn the final attack on Tampico the rebol infantry entered the streets covered by six-inch guns, and drove the Federals to the centre of the town, slaughtering; them right and left. None were given quarter. Large numbers forded the river, where many perished. The prisoners captured were immediately hanged. Villa declares that he will enter Mexico City in six weeks. THE PRESERVATION OF OIL PROPERTIES. Washington, May 15. The State Department is making representations to the rebels to preserve the oil properties .around Tampico, and also to assume responsibility for the protection of foreigners therein. The question facing the United States is whether, in view of the existence of the embargo against arms, the Constitutionalists should be allowed to augment their arms and ammunition by shipments through Tampico. HUERTA AND THE REBELS AT TAMPICO. Two of the Huertan gunboats took refuge under the guns of the American warships. According to the State Department's information only three hundred were killed in the capture of Tampico. Two thousand Federals fled, the Constitutionalists' guns playing havoc with their defences.
The Federals blew tip their barracks. MEDIATION PROPOSALS. (Received 8.30 a.m.) Rome, May 15. Italy and the United .States hove signed the arbitration convention, which provides for a commission of five to settle all disputes. It is stated that the Vatic in refused the South American invitation'to join in the mediation.
