STRATFORD BOROUGH COUNCIL.
MONTHLY MEETING. The monthly mooting ol the Borough Council was held last night. Present: The Mayor (Mr AV. PKirkwood) and Crs. J. AV. Boon, R. McK. Morison, J. Fredric, J. B. Richards, N. J. King, J. Masters, and J. H. Thompson. Cr. Arden apologised for absence. OVERSEER’S REPORT. The Overseer reported : —Footpath on Broadway North between Regan and Seyton streets has been brought to its proper level. Kerbing and channelling in Regan Street has been completed. The work of kerbing and channelling on Fenton Street is in hand, and will be proceeded with when weather permits. Pipes have been laid to connect concrete channels with Regan Street. A concrete sump has been constructed in Regan Street near the Loan and Mercantile and concrete pipes laid therefrom to the tunnel. Metal patching has been done in Broadway North and Cloton Road. A crossing has been made to the Public Works section Orlando Street Central. The following watertables have been attended to Broadway South between Page and Celia Streets; Broadway North opposite section 101 and Juliet Street Central. The authorised work on Flint Road has been carried out. Distance treated being 30 chains. Cost £SB 14s 3d. 204 culjhlc yards of shingle has been carted from the river and put through the crusher. Cost 2s 5d per cubic yard. Messrs Sharrock Bros, are not progressing with their boulder contract. The total quantity delivered to date being approximately 1070 cubic yards, 960 of which have been crushed. Their contract expires on the 20th of the present month. I would he glad to have your Council's instructions as to how to proceed in this matter. I would ask the Council to fix a price at per cubic yard for screenings, crushed metal, and crushed shingle. Re drains in Hamlet Street South, Romeo Street and Orlando Street South: The above drains were in existence before 1 took charge of the Borough works, therefore I am unable to say when they were constructed. Evidently they were put there for the purpose of draining the properties which Jioy front. These drain's can be put right when footpaths are being formed on tlie streets where they exist. According to instructions, I inspected the drainage at a house in Juliet Street, and have to report that it is in a very insanitary condition. A drain" is laid under the floor of the building to carry olf waste from bath and sink. I would suggest that tne j owner he asked to have the above plrain put right without delay, j The question of Messrs Sharrock j Bros.’ contract was left in thq hands | of the Works Committee with power | to act. j The following prices were fixed ; : Crushed metal Bs, crushed shingle 7s, 'screenings 10s Od per yard. THE ABATTOIR. The Abattoir Manager reported: During the month the following stock were slaughtered: Cows 70, heifers 30, calves 4, sheep 313, lambs 51, pigs 56, oxen 10 ; tripes prepared 58 Fees, etc., £7B 14s 6d. Stock condemned: Two cows wholly, 6 partially; 1 heifer partially; 3 sheep wholly; 1 pig wholly. The necessary improvement to the wtaer supply has been commenced. The timber has been placed on the ground for the cattle race. As the rimu posts are continually breaking in various parts of the property I would recommend that a large supply of good posts ho secured during the year. There are over two miles pf fencing on the Abattoir property, which is all put up with rimu posts which have been in the ground ten years. Those posts have lasted remarkably well for rimu. To replace all the old posts at one time would be a very great expense, so I would suggest that small lengths of fencing be done at periods when circumstances permit. Th wire in the fences has corroded very badly and is continually breaking. A hot water service is wanted at the cottage. \ The following table particularises the beef cattle slaughtered:— Average Cows. Heifers. Oxen Ago. 21 12 15 4 3 7 —3) 40 5 2 44 20 2 8 5J 1 - - 8 The Abattoir Committee was authorised to instal the hot-water service. The Committee was also empowered to procure a hundred fencing posts. COMMITTEE REPORTS. The Town Hall Committee reported :—AVe have considered the question of paying the late Lessee of the Town Hall for the blinds, and recommend that his request be agreed to. As the Council has again resumed full control of the Town Hall the Town Clerk will do the booking as usual. The Reserves Committee reported ; Afr Spence has given notice to vacate the shop occupied by him as from 25th inst. AA’o beg to recommend that tenders be called immediately for the lease of these premises. Messrs Sargood, Son and Ewen have again requested that the lease of M-R 261 he prepared direct to Mr AA r . K. Jones. Your Committee now begto recommend that the request ha granted. Cr. Boon has given notice to move the recession of the resolution passed on 9th March. A’our Committee has inspected the fences
on the reserves occupied by the Catholic Church and Mrs Phelan, and recommend the fences of both reserves he placed in order subject to adjoining owners paying halt the cost ol the dividing fences. & BOROUGH INSPECTOR S REPORT. The Borough Inspector reported : During April 1 impounded five head of cattle. Three persons were convicted for driving vehicles without lights. 1 put in eleven street lights, two lights were put in the reading room, and twelve lights were given to the Fire Station. NEW COMMITTEES. The following committees were appointed for the coming year:— AA’orks; -Crs. Boon, Morison, Masters and Richards. Library; Crs. King, Morison and | Arden. Lighting; Crs. Richards, Thompson and Boon. Reserves: Crs, Masters, King and Thompson. Town Hall: Crs. King, Boon and Arden. Abattoir: Crs. Fredric and Thompson. Band: Cr. Morison. Finance Committee: The Chairmen of all other committees. INSANITARY BUILDINGS. The Health Inspector reported on defects in drainage in three residences. On the motion of the Mayor, seconded by Cr. King, it was decided that in future the provisions of the sanitary plumbing by-laws should be rigidly enforced and that the local plumbers he notified accordingly. It was also decided to serve notices on the owners of properties reported on. Further action is also to be taicen regarding a ruinous dwelling in Miranda JStreot South. GENERAL. Mr C. H. Milner was appointed to take charge of the pound. It was decided that the Council meet on Monday next to consider the estimates for the coming year. The District Engineer of Railways wrote that instructions had been given for the making of a footpath on each side of the railway line in Seyton Street.—-Received. In accordance with notice, Cr. Fredric moved the remission of a motion authorising the expenditure of £25 on Juliet Street south of Warwick Road. —Carried. J. H. Childs wrote drawing attention to the dangerous state of Juliet Street south near his residence. In wet weather the tradesmen could not deliver goods to " his place without using the footpath.—Referred to the AVorks Committee for report. The statement of accounts showed that at May sth the debit balance was £2918 4s 2d, including a debit brought forward of £2lll 8s Bd. The receipts totalled £269 9g sd, leaving a debit balance at May sth of £2648 14s 9d. The secretary of the Municipal Association gave notice that the biennial conference would bo held in July on a date to be fixed later. He asked that remits be forwarded as early as possible.—Received.
