The organ of the Nationalists' volunteers save: "At the moment the rifle is the ballot box, the constitution, the King, Lords and Commons all rolled into one." The movement is widespread. From Donegal, Tyrone, Armagh, North Clare, Cork, Kerry, South Mayo, Galloway West, and many counties come reports of volunteer activity. In a number of instances, suitable chill halls are lacking, whilst in others Hibernian halls are made available.

In one place local firms are lending workshops and stores for drill purposes. In another the volunteers obtain the use of the butter market from the borough council. Limerick has an average of 1000 men drilling regularly.
