SIGNIFICANCE OF VERA CRUZ.

Carranaa has notified Mr Bryan that he now regards the American occupation' of Vera Cruz as j directed against Huerta, and not against the Mexican people. Carranza is acting promptly, with the ohject of pressing a campaign against Tampico and MatzatTan. The capture of San Luis and Potosi is reported.

The Zapatistas have captured Cuernavaca, in the Morelos State. Other rebel successes are also notified.

A German steamer, laden with munitions of war for Huerta, returned to Vera Cruz without disembarking her cargo. She was bound for Puerto Mexico. The Americans plan to return the cargo to Germany. Another vessel, with a similar cargo, is expected, but it is believed she will not be allowed to land her supplies. Preparations for holding the Mediation Conference in Canada are completed. The Mexican envoys are preparing to leave. Mexico City, May 9. Two English correspondents, Bourke and Huffer, and an American pressman were arrested in Mexico City, but were released after Sir Lionel Carden had protested to Huerta on their behalf.
