GERMANY AND RUSSIA.
INTERNATIONAL RELATIONS. [By Electric Telegraph—Copyright] [United Press Association.] (Received 8.5 a.m.) Berlin, April 29. Herr von Jagow (Secretary of Foreign Affairs), addressing the Budget Committee in the Reichstag, admitted there was an undercurrent of strained feeling Lotween Russia and Germany, but both Governments hoped to preserve the old friendly relations. Ho denied any Anglo-German negotiations respecting the Cape-to-Cairo railway.
