SUGGESTED CONVENTION.

Sir John McColl, in a letter deploring the general apathy respecting the Empire, suggests, in addition to the Imperial Premiers’ Conference, that Mr Asquith should for the same year convene a convention consisting of the leaders of ail governments’ oppositions, and other important political parties within the Empire. He should arrange a United Empire Defence Convention, which would sit in private, and submit the conclusions of the people of different parts of the Empire, it being understood that any portion standing out should not be entitled to demand the protection which would otherwise be its right.
