Many thou-, sands of citizens of the United States are resident in the Mexican republic, and in March, 191.2. when the consu-j lar officers of the United States were, instructed to advise their people to !withdraw from the disturbed districts,] it. was estimated that there were: more than seventy-five thousand American citizens permanently estab-. lished in Mexico, besides numbers of j people who had not taken up regular! residence in the South. It is stated! that thousands wisely acted as the authorities advised, but as there were: hopes that the situation would improve there was a rush back to their I old quarters. As the records of, troublous country show, instead of, improving, however, the conditions became worse, and in a few months ■ nearly twenty thousand Americans who had formerly been prosperous and comfortable were reduced to destitution by the pillaging of . their j farms, the closing of their works or stores and the unlawful seizure of their goods. Between February and i September of last year the United ; States Government spent a quarter of a million dollars in assisting people to leave Mexico and the American ttod Cross Society is said to hays succoured fivo thousand other refugees.
