Count Okuma, who is chosen as Premier, is popular, and the appointment arouses great expectations. Count Okuma is optimistic regarding the finance scandals. He says corruption must cease, and unity in the army and navy is necessary. He lias an ambition to place the affairs of the nation on a solid foundation, and establish true constitutionalism. . The Panama Canal Trade Bill has been introduced, subsidising the Nippon Yusen Kaisha line by £IO,OOO per voyage for seventeen voyages yearly between Japan and New York.
