mediately. Re Sir Fryday’s question: Both Mr Were and Mr Young were appealed to at the meeting, but neither remembered it. The question of the duties of a riding member was fully discussed at the meeting; there-* fore I would like to give ratepayers my opinion more definitely than your condensed report. A few ratepayers think a Councillor should go over the whole of the roads at least once a month. Another ratepayer said that no work should be done on a road until the riding member had seen whether it was needed. Well, sir, I wish to state at once that to carrry out the above views is too big an order for me, as I could not afford to give the time necessary, besides not being an expert, would not back my judgment against the Engineer’s. I consider the duties of a Councillor are to attend every Council meeting, to do any committee work the Council appoints him to do, to inquire into any grievance a ratepayer of his riding brings before him, and if the staff do not remedy it, to inspect it wherever it is in the Riding and bring it before the Council, and generally to keep in touch with the roads and ratepayers to the best of his ability.
