RULED OUT OF ORDER. (By Electric Telegraph—Copyright'* [UvTTwn Pwwrh AHSonrATToK ) (Received 9.10 a.m.) Sydney, March 31 The Speaker ruled as out of order the Income Tax Bill. It was argued that the Government in the guise of a money bill was seeking to pass legislation affecting general questions ol policy.
