The interim report of the Dominions Royal Commission, dealing vvith Australia and New Zealand, contains many interesting facts and figures and comment on the natural resources and possible developments of these countries. One of the principal objects of the Commissioners' investigations is to enable them to suggest aiethods by which the natural resour:es of the Dominions can best be developed, the bonds of Empire strength-' ■ned, and the trade between different parts of the Empire increased in vol-i ume, and one of the first matters to! which attention is given is that of end- I •ration. The first point brought out! in the evidence, the report states, is that the essential requirement in
emigrants to Australia is .youth. Coinpared with the urgency of youth, it is largely immaterial whether their origin is from town or country, or what their previous occupation has been. Between th e ages of .sixteen and twenty-four they are highly desirable immigrants. Next to youth the quality most needed is adaptability. Both these requirements are largely fulfilled by well-disposed youths whose! environment in the Mother Country! has forced them into "blind alley" employments. The problem of finding suitable work for these youths and opening up for them hopeful avenues of employment has perplexed the authorities in the Mother Country for several years. Tt appears to the Commissioners that Australia and Xew Zealand are likely to afford a satisfactory .solution of the problem at no great cost. But a most important! condition is that the emigrants, what-; ever their previous occupation, should
lie such as can be counted upon to devote themselves to agriculture and similar pursuits. The town population is already excessive. In this matter the Commissioners have certainly arrived at a very sound conclusion, but there are many difficulties in the way of such a condition being fulfilled.
