Senator Falls, in the Senate,' pleaded that intervention in Mexico was necessary to prevent inevitable war. Other countries were not likely to be so eomplaisant as Britain had been in Benton’s case.
The chairman of the Foreign Relations Committee declared that those responsible for the foreign policy were doing everything possible to secure a solution without involving war.
