Mr Birrell (Chief Secretary for Ireland) said the British could not answer for themselves that they would never in indignation clamour for war, neither could they answer for the natives ; therefore in Ireland, where they might he starved -out in three weeks, they must have a strong navy. He held out no hope of a reduction in the estimates.
