TORRENTIAL RAIN.

A tropical downpour ' turned the streets of the southern Califomian towns into racing m'illstreams. 'Railroad and street traffic is completely at a standstill. Eight inches of rain fell in thirty hours. There is uen feet of water in the streets of Santa Barbara. The fire companies are employed pumping out the basements of flooded buildings. There is a sligh loss of life and heavy damage to orange gfoveS. An automobjle' touring, party was caught when a retaining wall collapsed, releasing five feet of flood water. The car- was swept away, and the occupants took refuge in trees on the roadside. Ropes slung out from a nearby house saved them. A SPANISH DOWNPOUR. Madrid, February 19. Torrential rain devastated Oviedo and surrounding villages. The residents took refuge on the roofs. Towns are isolated, and road and train traffic is stopped.
